Annex 3. Rules for carriage of liquids and other hazardous substances

  1. Baggage must not include:
    • Items that are hazardous to an aircraft, persons or property on board of an aircraft, items listed in the International Civil Aviation Organization (ICAO) Technical Instructions for the Safe Transport of Dangerous Goods by Air and in the Rules for the Transport of Dangerous Goods of the International Air Transport Association (IATA ), as well as in the Conditions of Carriage of Pobeda Airlines LLC, other provisions and rules (more detailed information can be provided upon request).

    • Items whose carriage is prohibited by applicable laws or laws, regulations and regulations in the states of departure or arrival.

    • Items that, in the reasonable opinion of Pobeda Airlines LLC, are unsuitable for transportation due to the fact that they are dangerous, unsafe due to their weight, size, shape or origin, or are fragile or perishable, taking into account other things, the type of aircraft being operated. Information about items not suitable for transportation can be provided upon request.

  2. It is forbidden to transport the following hazardous substances and items on board the aircraft in Checked Baggage, Hand Luggage and Baggage in the aircraft cabin:
    1. Explosive substances and exolosive matters:

      • gunpowder in any packaging and in any quantity,

      • weapon cartridges (including small-caliber),

      • gas weapon cartridges

      • caps (pistons) for hunting,

      • pyrotechnic products: signal and lighting flares, signaling cartridges, landing bombs, smoke cartridges (bombs), demolition matches, sparklers, railway firecrackers,

      • TNT, dynamite, ammonal and other explosives,

      • blasting caps, electric detonators, electric igniters, detonating and igniter cords, etc.

    2. Compressed and liquid gases:

      • gases for domestic use (butane-propane) and other gases,

      • gas cartridges filled with nerve and tear effects gases, etc.

    3. Flammable liquids:

      • acetone,

      • benzene.

      • samples of flammable petroleum products,

      • methanol,

      • methyl acetate (methyl ether),

      • carbon disulfide,

      • ethers,

      • ethyl cellosol.

    4. Flammable solids:

      • substances subject to spontaneous ignition,

      • substances that emit flammable gases when interacting with water: potassium, sodium, calcium metal and their alloys, calcium phosphorous, etc.,

      • potassium, sodium, metallic calcium and their alloys, calcium phosphorous, etc., white phosphorus, yellow and red, and all other substances belonging to the category of flammable solids.

    5. Oxidizing agents and organic peroxides

      • colloid nitrocellulose, in granules or flakes, dry or wet, containing less than 25% water or solvent,

      • colloid nitrocellulose, in pieces, moist, containing less than 25% of alcohol,

      • dry or wet nitrocellulose, containing less than 30% solvent or 20% water, etc.

    6. Toxic substances

    8. Caustic and corrosive substances:

      • strong inorganic acids: salt, sulfuric, nitric and other acids,

      • hydrofluoric (hydrofluoric) acid and other strong acids and corrosives.

    9. Toxic and poisonous substances:

      • any poisonous potent and toxic substances in the liquid or solid state, packed in any container,

      • brucine,

      • nicotine,

      • strychnine,

      • tetrahydrofurfuryl alcohol,

      • antifreeze,

      • brake fluid,

      • ethylene glycol,

      • mercury,

      • all hydrocyanic salts and cyanic preparations,

      • cyclone, cyano alloy, arsenic anhydride, etc.

    10. Other dangerous substances, objects and cargo that can be used as an instrument of attack on passengers, the crew of the aircraft, as well as endangering the safety of the flight of the aircraft.

    11. Weapons: pistols, revolvers, rifles, carbines and other fire, gas, pneumatic weapons, electroshock devices, dirks, stilettos, bayonet knives, except in cases and in the manner established by the current legislation of the Russian Federation.

  3. It is permitted to carry the following items and substances on board the aircraft by Passengers in compliance with the regular conditions:
    1. Checked-in baggage:

      • crossbows, spear guns, wide swords, sabers, hatchets, scimitars, broadswords, swords, bayonets, daggers, knives: hunting knives with throwing blades, with locking locks, mock-ups of any type of weapon,

      • household knives (scissors) with a blade length (blade) over 60mm,

      • fish, game or hunting trophies,

      • alcoholic beverages with a content of more than 24%, but not more than 70% alcohol by volume in containers with a volume of not more than 5 liters, in a container intended for retail trade - not more than 5 liters per one passenger

      • liquids and alcoholic beverages with an alcohol content of not more than 24% by volume,

      • aerosols intended for use in sports or domestic purposes, with the exhaust valves protected by caps, safe from spontaneous release of content in the containers with a volume not exceeding 0.5 kg or 500 ml - not more than 2 kg or 2 liters per passenger;

    2. In the baggage and cabin baggage in the cabin of the aircraft:

      • medical thermometer - one per passenger. Transportation of mercury medical thermometers in Cabin Luggage and in the cabin of the aircraft and among the other items with the passenger is prohibited.
      • mercury tonometer in a standard case - one per Passenger,
      • mercury barometer or manometer packed in an airtight container and sealed with the sender's seal,
      • disposable lighters - one per passenger,
      • dry ice for cooling of perishable products - no more than 2 kg per Passenger,
      • 3% hydrogen peroxide - not more than 100 ml per passenger,
      • non-hazardous liquids, gels and aerosols: in containers with a volume of not more than 100 ml (or equivalent capacity in other units of measurement of volume), packed in a securely closing transparent plastic bag with a volume of not more than 1 l - one bag per Passenger,
      • liquids in containers with a capacity of more than 100 ml are not accepted for transportation even if the container is only partially filled,
      • medication, baby food and special dietary foods are excluded from transport limitations,
      • liquids purchased in duty-free shops at the airport or on board the aircraft must be packaged in a sealed plastic bag that allows access to the package’s contents during the flight, which has reliable evidence that the purchase was made at the airport duty free shops or on board the aircraft on the day (s) of the trip.
  4. Carriage of liquids
    1. Liquids permitted for carriage as cabin baggage:

      • water and other drinks, soups, syrups, jam, honey,
      • fragrance issues, including perfumes, colognes, toilet water,
      • creams, lotions, oils,
      • gels, including hair and shower gels,
      • thick pastes, including toothpaste,
      • aerosols,
      • contents of the containers under pressure, including shaving foam,
      • other foams and deodorants,
      • liquid solid mixtures,
      • mascara and paint for eyebrows,
      • any other substances and liquids of a similar consistency.
      • water and other drinks, soups, syrups, jam, honey,
      • fragrance issues, including perfumes, colognes, toilet water,
      • creams, lotions, oils,
      • gels, including hair and shower gels,
      • thick pastes, including toothpaste,
      • aerosols,
      • contents of the containers under pressure, including shaving foam,
      • other foams and deodorants,
      • liquid solid mixtures,
      • mascara and paint for eyebrows,
      • any other substances and liquids of a similar consistency.

      All of the above fluids should conform to the following requirements:

      • the volume of each package should be MAXIMUM 100ML. Liquids in containers with a capacity of more than 100 ml are not accepted for transportation even if the container is only partially filled; and to be placed in a transparent plastic package with a size of 18 × 20 cm, the total volume of liquids in the package (by volume of packages) should not exceed 1 liter.

      Each Passenger may only have one plastic bag in their carry-on baggage.

      The Passenger can obtain a plastic bag at the airport of departure directly in the passenger inspection areas.

      If the Passenger needs to carry the liquids listed above as carry-on baggage, it is strongly recommended to pack these liquids in an appropriate plastic bag or at least prepare them for such packaging before arriving at the airport of departure.

      The passenger can carry in their hand luggage baby food, medicines and diet food. Aviation security officers of the airport may request that the Passenger shows proof that they will be needed these during the flight (for example, medical certificate, prescription).

      The above-mentioned liquids, packaged in accordance with the rules, as well as baby and diet food, medical preparations, must be obligatory presented on the airport security screening sectors of the airport separately from other items constituting unchecked baggage.

      All other liquids permitted for carriage by air, but not meeting the above requirements, must be placed in the Checked Baggage in advance.

      Purchased in the duty-free zone goods containing liquid shall be packaged and closed. These packages cannot be opened before arrival at the final destination.

      Attention!

      RULES FOR TRANSPORTATION OF LIQUIDS ONLY APPLIED TO CABIN BAGGAGE

      Notice: During the inspection of cabin baggage at the airport of departure, authorized employees may ask to open the bag and inspect its contents manually. Therefore, it is strongly not recommended to wrap your cabin baggage in the packing tape.

  5. Transportation of weapons, ammunition and special equipment 

    From 01/01/2018 on all flights of Pobeda Airlines, the transportation of weapons on aircraft is prohibited

  7. Rules for the transport of lithium batteries

    The possibility of air transportation of a lithium battery depends on its configuration and power rating (watts / hour) (for rechargeable lithium-ion / polymer batteries) or lithium content (for non-rechargeable lithium metal batteries).

    For your safety, as well as the safety of other passengers, please take into account the requirements and read the detailed instructions on the transport of lithium batteries.

    Electronic devices using lithium batteries must be completely turned off (not in standby mode or low power mode) and placed in protective packaging to avoid unintentional activation or damage. Suitable protection may be provided in the form of a solid suitcase and / or cushioning material, such as clothing, to prevent movement.

    Lithium-ion batteries with a rated power of up to 100 W/h *

    Mobile phones, camcorders, watches, portable music players, laptops, portable medical devices carried in:

    In cabin baggage

    • allowed inside the equipment
    • spare batteries must be separately protected in such a way as to prevent short circuits (for example, by placing them in retail packaging, or by wrapping tapes of open poles, or placing each battery in a separate plastic bag or protective bag).

    In the checked baggage

    • must be inside the equipment
    • measures must be taken to prevent their spontaneous actuation
    • the transport of spare batteries (not inserted into the equipment) is prohibited.
    Lithium-ion batteries with a rated power of 100-160 W/h *

    Extended-life laptops, professional audio and video equipment, portable medical devices carried in:

    In cabin baggage

    • airline permission requested
    • allowed inside the equipment
    • measures must be taken to prevent their spontaneous actuation
    • spare batteries must be separately protected in such a way as to prevent short circuits (for example, by placing them in retail packaging, or by wrapping tapes of open poles, or placing each battery in a separate plastic bag or protective bag).
    • one passenger is allowed to carry no more than two spare lithium metal batteries.

    In the checked baggage

    • airline permission requested
    • must be inside the equipment
    • measures must be taken to prevent their spontaneous actuation
    • the transport of spare batteries (not inserted into the equipment) is prohibited.
    Lithium-ion batteries with a rated power of over 160 W/h *

    Industrial equipment included in some electric and hybrid vehicles, mobile devices and mopeds.

    It is prohibited to carry in hand luggage and luggage in accordance with the Technical Instructions for the Safe Transport of Dangerous Goods by Air (DOC 9284 AN905).

    The exceptions are wheelchairs or similar mobile vehicles powered by lithium-ion batteries used by passengers with disabilities.

    When carried in checked baggage:

    • battery terminals must be protected against short circuits,
    • the battery must be securely fastened in the vehicle,
    • electrical circuits must be insulated.

    If it is possible to remove the battery, then:

    • the battery must be removed
    • The battery must be short-circuit proof by isolating the terminal
    • removed batteries must be protected from damage (placed in protective packaging)
    • batteries must be carried in the passenger cabin,
    • battery power should not exceed 300 W/h *.

    It is allowed to transport only one spare battery with a capacity of not more than 300 W/h *, or two spare batteries, each of which does not exceed the capacity of 160 W/h *.

    Electronic devices using lithium batteries must be completely turned off (not in standby mode or low power mode) and placed in protective packaging to avoid unintentional activation or damage. Suitable protection may be provided in the form of a solid suitcase and / or cushioning material, such as clothing, to prevent movement.

    Transportation of small-sized vehicles for personal transportation, running on lithium batterie, such as

    Mono-wheel, segway (mini-segway), hoverboards, hygro-scooter. Transportation of such means of transport is only allowed as checked baggage subject that the lithium battery is removed from the vehicle.

    The lithium battery removed from the vehicle is allowed for carriage in hand luggage, provided that the battery power does not exceed the established standard - 160 Watt-hour (W / h) *.
